Herefordshire Enters Consultation Period to Update its Local Plan to 2041

Following the decision in November 2020 to review the current Herefordshire Local Plan/Core Strategy, Herefordshire is currently in an initial consultation period to update the existing Core Strategy that was adopted in 2015 and start planning how the county will look in 20 years’ time. The new local plan will run from 2021 to 2041 and replace the current Core Strategy 2011-2021.

The Core Strategy is a key document in the Local Plan, which provides the strategic planning framework for the county's future development needs and determines growth and development across Herefordshire over the next 20 years.

The consultation period is looking to shape how the new local plan will look and once adopted will form the basis for growth and development from 2021 up until 2041 to ensure Herefordshire delivers the required housing as well as economic growth and infrastructure to the county.

The consultation period for new potential locations and scale of new developments throughout Herefordshire is currently open and will run up until 28th February 2022.

Herefordshire Council is looking to build an additional 17,000 homes across the county over the next 20 years which equates to 850 houses per year up until 2041. Considering existing planning permissions which total 5,800 the new Local Plan will need to allocate land for an additional 11,200 homes in Herefordshire.

This sets out the overall number of homes to be built in the country by 2041 and includes five different options for new housing that could be in Hereford and the market towns of Bromyard, Kington, Ledbury, Leominster and Ross on Wye.

The current draft set out several options to help achieve this:

·       Focus on Market towns and rural based growth

·       Focus on Growth across market towns and Hereford

·       Leominster as a growth town

·       Ledbury as a growth town

·       A new rural settlement with growth focused in Leominster and Bromyard

This in turn provides a considerable opportunity for landowners who may have land suitable for development to promote the land for housing development by getting the land allocated (become a designated housing site) within the new Local Plan and significantly increasing the current value of that land if eventually allocated as a housing site.
